Volkswagen Group is reportedly in advanced discussions with JSW Group for a potential investment in its Indian operations. The development could result in JSW acquiring a majority stake in Skoda Auto Volkswagen India Pvt Ltd (SAVWIPL), marking a major change in Volkswagen Group’s India strategy after more than two decades in the market.

According to a Bloomberg report, Volkswagen AG and JSW Group are working towards a potential agreement that could take shape in the coming weeks. However, discussions are still underway and there is no certainty that a deal will eventually be concluded. Key issues yet to be resolved reportedly include the valuation of Volkswagen’s India business and the amount of capital that both companies would invest.

JSW Seeking Majority Stake In Volkswagen India

JSW and Volkswagen have reportedly been holding discussions for around three years. Earlier talks had explored possibilities including JSW utilising Volkswagen Group’s manufacturing facilities in Pune and Chhatrapati Sambhajinagar, Maharashtra.

The latest discussions appear to have progressed considerably further, with JSW reportedly looking at acquiring a majority stake in Volkswagen Group’s India operations. Such an arrangement could give JSW access to Volkswagen’s vehicle architectures, engineering expertise and manufacturing ecosystem.

For Volkswagen, having a strong Indian partner could bring additional capital while potentially sharing the investment required to develop and manufacture future vehicles for the highly competitive Indian market. Volkswagen has reportedly become more open to giving up control of its Indian unit as the German automotive group undertakes a broader cost-cutting exercise globally. Volkswagen had also previously explored a potential partnership with Mahindra, although those discussions did not result in a broader agreement.

Skoda, Volkswagen Sales Decline In Q2 2026

The latest development also comes at a time when Volkswagen Group’s two mass-market brands are finding it difficult to grow volumes in India. Despite introducing new products and strengthening their respective portfolios, both Skoda and Volkswagen registered YoY sales declines during Q2 2026.

Skoda sold 18,866 units in Q2 2026, compared to 19,056 units during Q2 2025, registering a marginal 1% YoY decline. Volkswagen sales were down by a larger 9.95% YoY, from 8,788 units to 7,914 units. Combined, Skoda and Volkswagen registered sales of 26,780 units during Q2 2026. This represents only around 2.1% of the 12,74,497 passenger vehicles sold by the manufacturers covered during the quarter.

More importantly, these declines came when the overall passenger vehicle market recorded strong growth. Total sales increased 25.60% YoY, compared to 10,14,721 units in Q2 2025. Maruti grew 33.45%, Tata 45.48%, Mahindra 19.80%, Hyundai 5.38%, Toyota 10.68% and Kia 19.32%.

New Products Yet To Deliver Significant Scale

Skoda has been pushing deeper into the mass-market segment with India-focused products, including Kylaq compact SUV. However, the Group has still struggled to build the kind of volumes enjoyed by leading manufacturers in India.

This remains one of the biggest challenges for Volkswagen Group. The company has invested significantly in localisation under its India 2.0 strategy, but its market presence remains relatively small compared to Maruti Suzuki, Tata Motors, Mahindra and Hyundai. A partnership with JSW could potentially help Volkswagen improve localisation, control development and manufacturing costs and utilise its existing production capacity more effectively.

JSW Continues To Expand Automotive Ambitions

For JSW Group, a Volkswagen deal could significantly expand its presence in India’s automotive industry. JSW already has a joint venture with SAIC Motor through JSW MG Motor India and is separately preparing to introduce vehicles under its own JSW Motors brand. Access to Volkswagen Group platforms could therefore provide another avenue for JSW’s automotive expansion, while potentially opening opportunities for broader cooperation in vehicle development and manufacturing.

For now, however, the proposed transaction remains under discussion. Volkswagen has said that it continuously evaluates business opportunities and options for its India strategy, while declining to comment specifically on discussions with JSW. If the reported majority-stake deal goes through, it could become one of the biggest developments in Volkswagen Group’s India operations in recent years.
